Services of Rai Bahadur, Pandit Ram Prasad Tiewari, M. W. S.

Pandit Ram Prasad Tiwari entered the Military Works Services in June 1880, and served in it continuously ever since a period of over 39 years most creditably and loyally. Owing to the extraordinary zeal and honesty he has always displayed, he has constantly saved Government large amounts of money in carrying out works of all kinds. He is in every way an exceptionally capable officer, and was often recommended for special advancement, but departmental rules generally stood in the way.


He has been engaged on important constructional works of almost every description in many large military stations principally Moradabad, Lansdowne, Rawalpindi and Meerut, and has always been noted for his power of overcoming difficulties and getting good work done in the most economical manner. In 1912 he was specially nominated by the Director General of Military Works for the construction of the New Cantonment of Delhi but on the representation of the Assistant Commanding Royal Engineer he was retained at Meerut, where his services were considered equally necessary for important works in that station.


During the war he was employed amongst other things on several large temporary schemes which were rapidly and efficiently executed, and he also tested and engaged large numbers of workmen and subordinates required for field service. He rendered eminent services in connection with the war in different capacities. These exceptional services besides his excellent work at all other times should meet with special recognition in every way.


In 1908, in recognition of his loyal services to Government, he was granted the title of Rai Sahib. (Gazette of India No. 2618-I-C, dated the 27th June 1908) and in 1919 the distinction of Rai Bahadur was conferred upon him. (Gazette of India No 2700-I-C, dated the 3d June 1919).


He is highly connected, coming from a family of good social status and influence, and is a leading man in Hindu Society. His relations with officers of his department, Cantonment Magistrates and all Europeans in general with whom he has come in contact have always been excellent, and he numbers many officers of high rank amongst his friends, who esteem him as an able upright man, and a loyal servant of Government.


During the war he was appointed as an Officiating Garrison Engineer, Meerut for over 18 months, being the first Indian to achieve that distinction.


Taking into consideration his faithful and valuable services during the War and at all other times, I consider that the claims of his shon should have special consideration in respect to superior Government Services, according to his qualifications.

Ram Prasad Tewari, Rai Sahib–Rai Bahadur, Military Works Services, is an old and valued servant of Government. I can vouch for him as a regimental soldier, and Sorsbie the Chief Engineer of the Northern Army has given him a letter detailing his services as a M W. Servies Officer. Rai Sahib Pandit Ram Prasad Tewari is of good family and in every way an exceptionally capable man and carries out his work zealously and economically. He was specially commended for the construction of the Scotch church at Rawalpindi. The work was done by daily labour at a time when rates were exceptionally high owing to famine and Plague, but it was executed most satisfactorily and creditably within the estimate.


During the last six months he has been in charge of the work of reconstructing two sets of Indian Infantry Lines, on which Rs. 2,15,000 are to be spent within seven months.


As these buildings are of a Semi-Kutcha type the work to be done is equivalent to double that which a similar expenditure on pucca buildings would involve. Also Rai Sahib Ram Prasad Tiwari has the whole of the brick and tile manufacture for these and other buildings in Rawalpindi under his charge. The work is very heavy, but he has pushed on and carried it out most efficiently and for this alone I consider he deserves the highest credit.


As I am convinced that the Government of India would be pleased to bestow some mark of favour on an old public servant with such an excellent record.

Rai Sahib Pandit Ram Prasad has served Government for the last 29 years most creditably and loyally. All his works have been excellently carried out. In addition to an important Sub-division, he has charge of the M. W. Bricksfields, which though a most difficult and troublesome charge, he has always managed with credit and profit.


Owing to the zeal and honesty which he has displayed, he saved Government much money.


He is a member of good family and is a leading man of Hindoo Society is held in the highest respect by Indians of all classes, and is highly spoken of by the local heads of Departments and Officers Commanding here. He bears the highest character and is thoroughly well informed and well educated.


Recently when owing to famine and sickness the rates of labour and materials were considerably enhanced, the work of the construction of the Scotch Church which was the most important work in the district and was under him, was carried out by daily labour and petty contractors and kept well within the estimate, which was entirely due to the wide experience, the local knowledge, command of labour and the untiring efforts of R. S. Pandit Ram Prasad.

Rai Sahib Ram Prasad Tiwari has served Government faithfull and well for 35 years. His zeal and integrity have been instanced, by his having in many cases, succeeded in effecting substantial savings in the execution of works. His departmental work has always been particularly good. He is hard working and capable and gets remarkably good work done by his contractors and subordinates owing to his ability, his exemplary character and his good social position, all of which secure the ready obedience of those under him.


He has held since December 1914, the appointment of Officiating Garrison Engineer Meerut and continues to display in this capacity (one which, if I mistake not, he is the 1st Indian to fill) those qualities which have won the good opinion of his officers in the past.


Well educated and thoroughly well informed, he is one of the leading man in Hindu society, and is held in the highest respect by Indians of all classes.


He gets on well with officers commanding units and other Dept. and numbers many officers amongst his friends.

On behalf of the building Committee Church of Scotland, I have to express a sense of Indebtedness to Rai Sahib Ram Prasad Tiwari for the painstaking care with which the exceptionally difficult task of erecting the new Scotch Church has been carried out. From the outset it was realized that the dressing of such a large area of cut stone would make it difficult to keep within the estimate. This and other difficulties were overcome by Rai Sahib Ram Prasad Tiwari who deserves the greatest credit for the class of work done and for the fact that a saving of Rs. 4000/- was actually affected. The work was also made still more difficult of completion within the estimated rates on account of the very abnormal monsoon which brough torrential rains and made labour most difficult to procure.


The Rai Sahib Ram Prasad is a man universally respected among all communities and is a member of a family of good social standing. Of his services to Government for the last 28 years, his departmental officers abundantly testify.

I have much pleasure in testifying to the excellent work which sub-divisional officer Ram Prasad Tewari has done since he has been in this station. Both publicly and privately he is all that can be desired and his transfer from the station is really a great loss.

Extract of a letter dated the 21stt February, 1900 from Captain M. B. Roberts, 39th Garhwal Rifles to Pandit Ram Prasad Tiwari.


“I cannot tell you how much we missed you from Lansdowne where you were always so good in assisting us, nor can I well express in writing the very great help you were to me during the nine months I was Station Staff Officer and during which time so much was done in the station especially as regards the protection and improvement of the water supply.


Speaking personally, I shall not easily forget your kind advice and superintendence whilst my house was being repaired and which would never have been properly carried out had it not been for your presence.”

I take this opportunity to thank you for the great help you so freely gave me and also for the expeditious and satisfactory way in which you carried out the alterations and repairs to the hospital buildings etc. under my charge.

Dear Ram Pershad,

As I understand you are leaving here to-morrow for your new appointment, I cannot let you go without expressing in writing my thanks to you for all the assistance you have given me in building at Lansdowne. Without your assistance I should have found it almost impossible to have superintended the building of three barracks, the Orderly Room, Officers’ Mess and my own house. Never did you once fail me when I was in difficulties, not being an engineer, and in spite of your having heavy work on your own at the time. And I think all the above buildings compare very favourably with others in the station and it is all due to you. Should you at any time require a certificate from me you may trust to my giving you an excellent one in every respect and rendering you every assistance in my power to help you on in your profession. I feel sure every one here will miss your valuable assistance but none more than I.

I am very sorry to hear that you are to be transferred from Moradabad. I hope you will like your new appointment. Your work at Moradabad was very carefully performed and your roads have always been kept in excellent order. I am very much obliged to you for the extra official assistance you have invariably given me whenever I asked you for it. I am sorry I shall not be able to see you before you leave, as I am in camp at a distance from Moradabad, and shall be returning before the end of the month.

I have known Ram Prasad Tiwari during th 11 months of my stay in Moradabad, and recently have seen good deal of his work while taking over charge of the Cantonment from the Military Authorities. He is a hard working and most obliging man. He has give much Extra Official assistance to the District Authorities and all his work what I have seen, has been very good.

Extract from a letter No. 3342, dated 16-12-21, from Major J. K. Knowles, I. A., Cantonment Magistrate, Meerut, to Rai Bahadur Pandit Ram Prasad Tiwari General Secretary, Prince of Wales, Reception Committee, Meerut.


I have great pleasure in testifying to the splendid welcome the people of Meerut Cantonment showed on Saturday the 10th December on the occasion of the visit to these Provinces by H. R. H. the Prince of Wales. The illuminations were very good, and both the Collector and the General Officer Commanding, Meerut were greatly pleased and deeply appreciated the efforts made by you to make the show a perfect success. These illuminations were entirely due to your extraordinary efforts and influence, and it just shows what can be done if people only make up their minds to prove their loyalty to the Crown and follow your example.


It was indeed a blow to the non-co-operatators who thought that they had the whole population with them. I again thank you cordially for all you did on that occasion, and I need hardly assure you that such exceptionally loyal services would always receive every consideration from the Government.
